Canadian Credit Union Association (CCUA) is the national trade association for the Canadian credit union industry. Canada's credit unions are vital competitors in the financial services industry.

As the national voice and national forum for Canada's credit union, CCUA actively leads and participates in initiatives to build successful, competitive, and growing credit unions in Canada. Our team of experts are called on to provide support to our members through strong advocacy, expert research and the provision of value-add services.

To achieve this, we hire talented and driven people interested in working in a dynamic part of the financial services industry in Canada. We are currently hiring for a Manager, Regulatory Compliance & Corporate Legal Services.

This role is responsible for identifying, reviewing and analyzing existing and proposed legislation, regulation and government policy, particularly as it applies to the federal regulatory compliance obligations of credit unions, and delivering national compliance information to credit union stakeholders through a variety of channels, tools and templates to ensure a clear understanding of their regulatory obligations.

The incumbent also interprets compliance trends from a strategic perspective for the credit union sector, facilitates collaborations between credit unions, financial sector regulators and deposit insurers, government entities, Crown corporations, other industry associations and private corporations in areas of common objectives, and leads the development of position papers and consultation responses advocating for the best legislative outcomes for credit unions.

The incumbent will also support CCUA’s General Counsel in providing legal services to the organization, including providing advice and guidance to the Advocacy team on legislative and regulatory compliance matters, assisting with internal contract review and control, supporting the Privacy Officer, overseeing CCUA’s trademarks program, and carrying out other tasks and projects as assigned by the General Counsel.

KEY RESPONSIBILITIES

Deliverables and Main Supporting Activities

1. Regulatory Compliance Support

Lead and oversee CCUA’s regulatory compliance support to member credit unions. Deliver and maintain CCUA’s national library of regulatory compliance policies and procedures, tools and templates to assist credit unions meet compliance obligations. On an ongoing basis, communicate with credit union stakeholders on new/amended legislation and regulations as well as other developments of regulatory interest.

• Engage directly with credit unions on regulatory compliance-related matters: identify issues of interest to credit union members; research and aggregate information on the identified topic(s) and provide analysis and recommended actions to be taken by credit unions; deliver presentations on regulatory policy and other issues of interest; and gain insights into credit unions’ day-to-day regulatory compliance challenges.

• Establish, lead, facilitate and manage national discussion forums on federal compliance matters issues through committees, working groups, task forces, forums, and any other groups that may be created from time to time; draft terms of reference and other required documents, as needed; identify and select necessary members; ensure meeting recordings/minutes are taken and distributed to committee members in a timely fashion, as required; complete ad hoc requests and tasks for committees, working groups, and forums, and ensure groups are effective and completing their objectives.

• Lead CCUA’s National Compliance Advisory Committee (NCAC) meetings and participate in national and regional compliance officers’ meetings (e.g., monthly Alberta RCN meetings and Sask COAG meetings).

• Develop tools, templates, and communications materials, and author research papers to educate members and assist credit unions in understanding and executing their obligations under the federal statutes with regulatory compliance impacts (e.g., Privacy, PCMLTFA, FATCA, CASL, CRS), as well as any other federal legislation/regulations of impact to the credit unions. (e.g., reviews of financial institutions’ legislation; amendments to the Canadian Payments Act).

• Respond to sector requests for information about federal regulations and legislation, in particular, federal regulatory compliance matters.

• Facilitate/host national webinars on regulatory compliance topics.

• Facilitate development of compliance-related streams and/or breakout sessions at CCUA conferences.

• Engage subject matter experts where appropriate and reach out to relevant contacts to gain expert opinions on topics.

2. Regulatory Compliance Advocacy

Identify and monitor financial sector regulatory compliance issues and generate action plans and responses. Ensure that all relevant policy issues are identified and properly communicated with relevant stakeholders. Drive consensus on the policy issues and formulate action plans to address them.

• Monitor regulatory and government activity relating to federal compliance matters that could impact credit unions.

• Review and analyze new or amended legislative and regulatory proposals, or draft regulatory guidance and present it in a “plain language,” easily understood format for credit unions, regulators, government and members of Parliament – the format could vary between written papers, one-on-one or face-to-face meetings or PowerPoint presentations to groups of people.

• Consult with credit unions and credit union centrals to obtain their feedback on issues/proposals and participate in the strategic positioning of legislative policy for credit unions at CCUA.

• Seek out and confer with experts on specific policy topics as appropriate and/or available in order to develop and support recommendations.

• Interpret data, synthesize and analyze results to drive consensus during the policy development process.

• Develop a credit union sector position on consultation proposals and questions, as well as other issues of importance to the credit union sector, incorporating any comments received so that a comprehensive sector position on the issues at hand is presented.

• Develop consultation papers, white papers, submissions, etc. to outline issues and to promote and advocate for credit union sector interests.

3. Stakeholder Relations

Engage with international, federal and provincial government policymakers and regulators to build and maintain relationships between the credit union sector and these agencies, enabling greater understanding of unique credit union sector constructs and facilitating sector feedback on consultation proposals.

• Engage directly, as required, with government and regulators (e.g., FINTRAC, FCAC, CRA, Public Safety Canada, Finance Canada, Bank of Canada, etc.) to establish/build relat

ionships and obtain clarity on technical or policy issues, as well as consultation proposals.

• If needed, arrange regional / sector-wide meetings with government/regulators so that credit unions have an opportunity to directly engage with them and ask policy-related questions or obtain clarity on technical compliance issues.

• Represent credit unions on government and industry committees and working groups; gain industry-wide insights and solutions to common issues via these venues.

• Facilitate credit union participation in broad stakeholder consultations through these industry-wide venues (e.g., FATCA/CRS Joint Industry Committee; CRA Liaison Committee; Advisory Committee on Money Laundering and Terrorist Financing’s Guidance and Policy Interpretation Working Group).

• Promote Canadian credit union interests with international standard-setting bodies, such as the Financial Action Task Force (FATF), the International Monetary Fund (IMF), and Basel Committee on Banking Supervision (BCBS), directly or by providing feedback and other support to the World Council of Credit Unions (WOCCU), as and when requested.

• Provide thought leadership by contributing to publications and speaking engagements on regulatory compliance issues.

• Engage and direct external professionals as needed on regulatory compliance initiatives.

4. Internal Legal Support

Support the General Counsel in the provision of legal services to CCUA. Provide advice, opinions, briefings and support on a variety of corporate legal matters, including review, revision, and control of third-party contracts, monitoring and overseeing CCUA’s trademarks program, and privacy policies and procedures, as well as ensuring compliance with federal privacy legislation.

• Conduct research and prepare advice, opinions, guidance and briefings (as required) on compliance, privacy, legislative and regulatory policy issues.

• Assist the General Counsel as required with the review, revision, and control of third-party contracts, as well as internal contract templates.

• Coordinate with the General Counsel and external counsel to oversee CCUA’s trademark program.

• Assist the Chief Privacy Officer on matters related to corporate privacy compliance.

• Other legal support as directed by the General Counsel.

QUALIFICATIONS

Education

• Undergraduate degree, preferably but not exclusively in one of the following disciplines: law, business, commerce, finance or economics.

• Preferred: Law degree/certificate or Master’s degree in finance, policy, economics or business.

Experience; Qualifications, Certifications or Designations

• At least five years of relevant experience, preferably in a financial services environment, regulatory body or in a related industry association.

• An understanding of the credit union sector and credit union-related FI legislation and regulation.

• Strong attention to detail.

• Ability to analyze complex legislation and policy, using interpretive skills to relate regulations to business needs.

• Strong writing skills for authoring research papers and other documents, and clear and concise verbal communication skills.

• Ability to communicate complex policy issues in a clear, easy-to-understand way.

• Well-developed interpersonal and relationship management, diplomacy, and conflict management skills.

• Very good presentation skills.

• Advanced MS Office skills, including Word, PowerPoint, Excel, etc.

• Confident and credible as a policy professional.

• Preferred: A strong background in policy development, financial sector compliance, business and/or privacy.

• Preferred: Strong understanding of financial sector policy developments and initiatives globally and within Canada.

• Preferred: Exposure to working with committee structures, ideally with an understanding of the decision-making style of industry associations, or similar, multi-stakeholder industry.

• Preferred: Experience reviewing a variety of legal agreements (NDAs, MSAs, DPAs, etc.).

Working Conditions, Physical Requirements, or Other Special Requirements

• Majority of work is performed within a fully remote work environment from anywhere in Canada, in that the location where the work is being performed during the work week will take place primarily at a home office and on occasion in a typical office environment. Any work performed outside Canada requires prior written approval from HR.

• No physical effort required beyond day-to-day movement such as sitting, standing, walking, etc.

• Moderate audio / visual effort requirements. Repetitive tasks, some switching of concentrated attention between tasks, and limited capability to control the pace of work.

Communication

Internal: Internal interactions are largely with peers in the Advocacy (Government Relations/Policy) and other teams collaborating on projects, consulting with others in their areas of expertise, providing updates on financial sector policy changes and progress on special projects, and CCUA’s Leadership Team to raise awareness of issues being addressed and provide/receive information/feedback.

External: Frequent communication with credit unions, federal and provincial regulators, deposit insurers and government officials, financial sector Crown corporations, industry associations and private enterprise. This includes collaboration on joint projects and discussion on key policy topics.

• Identifying and monitoring financial sector policy issues, generating responses and action plans, creating and maintaining relationships to facilitate objectives, originating and leading research projects and facilitating strategic communications and advocacy activities.

• Developing and discussing submissions with the objective of obtaining changes favourable to credit unions; obtaining clarity on proposals and operational requirements; and explaining the complex regulatory compliance issues at hand, their potential impact on credit unions and a recommended credit union sector position, both verbally and in writing.

• Making presentations to groups of varying sizes and organizing webinars.

• Meeting/events with credit unions, regulators, government officials and elected officials.

• Working with external counsel, contractors and service providers.

The target start date for this role is Monday, November 16^th, 2026.

Permanent

Salary Range: $96,200 - $120,200, based on a 35-hour work week. Salary for this position will be commensurate with the successful applicant’s education and/or experience as it relates to the position.

Location: Remote-first, with flexibility to access offices across Canada as needed.
