The City of Kelowna currently has a Design Technician opportunity available with our Utilities Planning team. With your Civil Engineering Diploma, related experience, and relevant professional skills you will be responsible for overseeing and coordinating the City’s inventory of dams, stormwater ponds, and dikes, including regulatory requests, inspections, documentation, provincial licensing, communications, design coordination, and project management consistent with City of Kelowna infrastructure projects. Projects consist of additions/upgrades to dams, ponds, and dike systems, water diversions, drainage structures, embankments and other related works. This position is liaising with consultants and various City departments to ensure seamless communication and project coordination.
Duties - Union
- Plans and designs infrastructure projects in support of life-cycle costing and future system requirements. Projects consist of additions/upgrades to transportation and roadway systems, water, storm drainage and sewerage systems, including road and curb and gutter improvements, sidewalks, bike paths/lanes, etc.
- Prepares cost estimates and assesses project feasibility; recommends systems that provide the best solution, given current and future parameters.
- Reviews internal and external engineering reports, designs and studies relating to developer and City infrastructure proposals; ensures proposals meet current bylaw and design standards, as well as ensure sustainability of existing/future system requirements.
- Manages construction projects including overseeing consultants and contractors, conducting on-site inspections and approving/denying contract progress payments; consults with engineers and construction staff regarding modifications for site-specific conditions; provides technical field support on in-house projects.
- Drafts RFQ, RFP and tender documentation for issuance to procure consultants and contractors; analyzes tender submissions to determine successful contractor(s).
- Liaises with consultants, contractors, affected external stakeholders and various City departments on all aspects of projects.
- Responds to, investigates and resolves complaints received from the public, developers, and other external groups. Provides information regarding policy, guidelines, and engineering standards.
- Researches and recommends the application of new and emerging technology and innovative processes/methods in the engineering design environment.
- Create, updates and maintains design drawings, applying knowledge of engineering standards, design and modeling software (including AutoCAD and Civil 3D).
- Creates and prepares spreadsheets to automate rainfall analysis, pipe flow calculations, database searching, project cost monitoring, etc.
