Project Delivery Management Specialist

The IT Project Delivery Management Specialist leads and sustains project delivery practices that support effective execution across ITS projects and institution-wide initiatives.

This role provides delivery leadership for active projects by defining execution approaches, coordinating delivery activities, and ensuring work is clearly scoped, sequenced, and aligned to project objectives. The Specialist maintains delivery momentum, supports organizational readiness, and strengthens project capability across teams.

The position exercises delegated authority over delivery coordination and execution practices and partners closely with Project Managers, business leads, vendors, and sponsors.

Key Responsibilities

1. Project Delivery Leadership and Execution

  • Establishes effective delivery structures across projects.
  • Converts project plans into clear delivery models.
  • Monitors progress, resolves delivery issues, and maintains momentum.

2. Project Readiness and Enablement

  • Prepares teams for execution through clear roles, sequencing, and expectations.
  • Identifies and addresses readiness gaps before they affect delivery.
  • Supports onboarding to delivery practices, tools, and expectations.

3. Task Definition, Visibility and Follow-Through

  • Establishes standards for task definition, ownership, and timelines.
  • Maintains visibility into tasks, dependencies, risks, and progress.
  • Provides concise delivery status updates focused on priorities and risks.

4. Delivery Capability Development and Coaching

  • Coaches project participants on effective delivery practices and behaviors.
  • Reinforces expectations for accountability, reporting, and risk identification.
  • Identifies recurring delivery challenges and supports continuous capability improvement.

5. Cross-Team Coordination and Dependency Management

  • Coordinates delivery across internal teams, vendors, and business units.
  • Aligns dependencies, timelines, and delivery expectations.
  • Identifies risks and recommends sequencing adjustments to maintain progress.

6. Organizational Readiness and Service Integration

  • Aligns readiness activities, including communications, training, and service integration, with delivery timelines.
  • Coordinates with IT service management, user experience, and communications functions.
  • Supports an effective transition from project delivery to operations.

7. Procurement and Financial Coordination

  • Maintains visibility of procurement timelines and financial constraints.
  • Ensures purchasing activities are aligned with delivery sequencing.
  • Identifies and escalates risks that may affect delivery feasibility.

8. Delivery Tools, Practices and Framework Development

  • Develops and improves delivery frameworks, tools, and coordination practices.
  • Promotes adoption and continuous improvement of delivery methods.
  • Removes barriers to effective participation and execution.

Required Qualifications

Undergraduate degree in Business Administration, Information Technology, Public Administration, Project Management, or related discipline. Minimum five years demonstrated experience in IT project delivery, coordination, or related roles.

  • Strong stakeholder engagement, communication, and facilitation skills.
  • Ability to work effectively in ambiguous environments and drive structured execution.
  • Knowledge of project delivery frameworks, including Agile, hybrid, and waterfall methods.

Preferred Qualifications

  • Internal VIU candidates preferred.
  • Experience in Post-Secondary Institutions.
