Job Summary:

Reporting to the Manager, Community Infrastructure, the Project Manager will be responsible for assessing, coordinating, and managing the implementation of initiatives under the action plan, service planning, community space program areas and aligned City programs and initiatives.

Major Responsibilities:

  • Develops and recommends project goals and strategies to advance Council's objectives for neighbourhood revitalization, service planning, and community infrastructure development.
  • Provides expertise, strategic guidance and technical assistance to City staff and other stakeholders to achieve the goals of community investment initiatives to address the needs of underserved communities.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements. Current examples include the Downtown East Action Plan and the Community Space Tenancy Policy
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Coordinates City divisions and agency activities to ensure adherence to common goals, to minimize duplication and maximize efficient use of resources to advance capital project deliverables on time and on budget.
  • Recommends project set-up, selection of teams and work groups, develops work plans, provides contract management, and manages funding arrangements to ensure a high standard of work quality to advance large- scale built-form and service coordination projects in a complex municipal environment.
  • Manages implementation issues as they arise in consultation with Manager, monitors and evaluate the progress of projects including project teams and initiates corrective actions to mitigate and manage project issues and ease the participation of others.
  • Develops and supports work with communities and service providers, finds and supports opportunities for local initiatives related to opportunities, and engages various stakeholders to pilot community infrastructure initiatives and create and implement social development and local action plans.
  • Facilitates and negotiates partnerships to respond to community space development opportunities including engagement, service and tenant mix, and fundraising.
  • Determines and manages capital projects and community funding supports.
  • Coordinates with other divisions to secure Council approvals.
  • Builds productive relationship with multiple internal and external relations and mediates disagreements, to reach strategic decisions and assess need to escalate issues when necessary.
  • Ensures alignment to other corporate priorities and strategic actions and works to achieve an integrated approach to problem solving and realizing opportunities.
  • Represents the Division and the City at meetings with stakeholders including elected officials and City partners.
  • Develops and recommends program strategies that address planning, regulatory and approval issues, develops and implements site selection, building renewal and community plans.
  • Leads various Project Management Teams to advance project deliverables, facilitates partners on community improvement projects, monitors and evaluates project progress.
  • Supervises the work of unit staff, multidisciplinary and inter-divisional project teams.
  • Supports senior staff in negotiations with other orders of governments to establish governance structures, funding arrangements, and coordinating mechanisms to advance divisional efforts.
  • Plans and executes research, analyses, evaluation of all information and legislation applicable to the effective execution of strategic options and ensures appropriate documentation necessary to support project activities.
  • Maintains an awareness of current trends, practices and directions and relevant Council, legislative and sector- specific decisions in housing development, community development and public-private partnerships.
  • Ensures the development and implementation of training and engagement strategies appropriate to different stakeholders and the development of targeted communication approaches, including announcements, key messages and communication tools for resident groups, property managers and owners, staff, funders, and other orders of government.
  • Prepares, evaluates, and administers business cases for proposals to advance revitalization efforts, Request for Proposals, funding agreements and tender documents for project implementation in accordance with the City's policies and procedures.
  • Prepares detailed and timely reports and presentations to senior management, public meetings, Committees of Council, at project milestone dates, as well as work plans, critical path schedules, and briefing notes as required.
  • Works with the Manager to develop process and program frameworks.
  • Tracks relevant Council, legislative and sector-specific decisions, related reports and activities, identifies and responds to policy and legislative barriers to advancing initiatives and ensures appropriate staff are kept apprised for follow up and implementation.

Key Qualifications:

  • Considerable experience in project management, particularly of large-scale revitalization projects from inception to implementation and completion with minimal direction while balancing political, community and other stakeholder interests.
  • Considerable experience in the delivery of services and programs in fields such as planning, public policy, real estate, development, etc.
  • Considerable experience in facilitating community and other stakeholder meetings on contentious issues using a community development approach.
  • Considerable experience in the preparation of effective correspondence, policy documents, technical documents, research reports and reports to Council or other governing bodies.
  • Post-secondary education in a discipline pertinent to the job function i.e. planning, public policy, real estate, or an equivalent combination of education and/or experience.

You must also have:

  • Excellent report writing, communication (verbal and written), presentation, stakeholder and partnership management, negotiation and conflict resolution skills.
  • Demonstrated ability to manage, motivate interdisciplinary project teams towards a common goal through setting clear directions, designing terms of references, work processes and managing issues.
  • Ability to define and meet project purpose and objectives, undertake all project activities define and achieve milestone and deliverables as well as monitor and track progress.
  • Ability to work on complex assignments demanding critical judgement, analytical thinking, and balancing of stakeholder interests.
  • Ability to deal effectively with the public, media, political representatives, diverse community stakeholders and staff at all levels of the organization.
  • Ability to thrive in an environment with frequent and competing deadlines, multiple tasks, and high-performance expectations in a rapidly changing environment.
  • Ability to work flexible hours, which may include evening and weekend community meetings at various locations.
  • Ability to use various software packages such as Microsoft Office Suite.
  • Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act.
